In the eastern waters of Draconia, Jethro squinted, his eyes clouded by time, as he gazed at the scene unfolding in the distance.

On the deck of a patrol ship in the first fleet of the Coast Guard, he could do nothing but watch helplessly, his throat tight with unspoken frustration.

He exchanged a resigned glance with Reggie Bacchus, the Director of the Coast Guard, who stood next to him. Both of them sighed deeply, the weight of their shared disappointment hanging heavily in the air.

"Sigh ... "

Despite all their grand ambitions, it felt as though the years had simply slipped away without achieving anything meaningful.

The radio officer's voice cut through the air. "General Quintana, Mr. Herrera from the Decision Bureau has an urgent message!"

Jethro furrowed his brow. "This is Jethro. What's going on? Speak."

A crackling voice responded, sharp and demanding. "Jethro, contact Robin, Franco, and the others immediately! You must order them to stop their reckless actions!"

Instantly, Jethro's temper flared. "Hadley, who the hell are you to tell me what to do?

"And Robin doesn't answer to either of us. What makes you think we could control him?"

Hadley's voice grew even more furious. "Isn't Robin from the Dragon Palace? Why shouldn't we be able to stop his dangerous actions?"

Jethro let out a mocking laugh. "Ha! If he hasn't stepped down as Master Ramsey, then who the hell are you to give him orders?

"And who the hell am I to tell him what to do?!

"I've lived a long life, and today, I finally understand. Compared to men like Mr. Ramsey and Maverick, I've wasted my time!

"Hadley, you've wasted even more!"

Enraged, Hadley yelled into the receiver. "General Quintana, are you drunk? Are you telling me that you don't want to be a bureau head anymore?"

Jethro laughed bitterly. "I've long since stopped caring. Hell, I'm thinking about retiring!

"Leave me alone and stop pestering me!"

With that, Jethro tossed the radio overboard.

Meanwhile, the Decision Bureau was bombarded with messages from all directions—domestic inquiries, international affairs departments, and more ...

Hadley was overwhelmed, his mind racing.

The new Commander from the command center, Finlo, was furious and demanded that he resolve the crisis in the Panacea international waters immediately.

With no other option, Hadley contacted the Tassel Fleet.

When Chace received the orders, he sighed heavily. "Mr. Herrera, with the personalities of Divine Drakebane and General Whalen, I'm afraid I can't control them. Perhaps you should give them the orders directly.

"And I'd like to remind you of a few things.

"First, the actions of Divine Drakebane and his allies are outside my jurisdiction, in international waters. No country can force me to intervene.

"Second, Divine Drakebane doesn't answer to me, so we can't stop his retaliation.

"Third, when we sought assistance from General Quintana and my department during the crisis, we got no response. Now, with Divine Drakebane and Franco gaining the upper hand, are we expected to stop their revenge?

"This is hypocrisy, and we can't allow that!

"Mr. Herrera, what we should do right now is publicly support Divine Drakebane and General Whalen's actions, rather than trying to stop them!

"A group of imperial powers is bullying Divine Drakebane and his people, and now they have the nerve to blame us?

"If they were killing Divine Drakebane and the others, would we expect them to show mercy?

"Only those damn bullies flaunt their power, but we're supposed to stop our warriors from getting revenge? That's not logic. It's nonsense!

"I'm requesting approval from headquarters to allow the Tassel Fleet to engage!"

Hadley was furious. "Ridiculous!" he shouted. "You've all been misled by that out-of-control Divine Drakebane!"
