Upon learning that General Jack of the Dragon Palace had arrived, Chace arranged a special banquet in his honor.
Jack looked indifferently at the lavish seafood feast and said, "Major General Buckley, Master Ramsey, and others are currently pursuing Snivy and the Dark Syndicate spies who've been hiding within Westeria Residence for years.
"Snivy possesses a wealth of confidential information. I request that you immediately seek permission from your superiors to provide us with artillery support!
"At the same time, I suggest we move our fleet to the edge of our territorial waters, in order to apply pressure and send a strong message to the Panacea Warriors Alliance Fleet loitering near international waters.
"Also, I urge you to exercise your emergency wartime authority—issue the deployment order first, then report it afterward."
Chace frowned deeply. "General Grayson, I don't have that kind of authority.
"What you're referring to was revoked 20 years ago.
"Our fleet cannot make a single move unless we receive an official order."
Franco erupted in anger. "What if the enemy shows up on our doorstep and the commander still refuses to act? Are we just supposed to sit here and let them bomb us to pieces?"
Chace shrugged helplessly. "General Grayson, General Whalen, I understand your frustration.
"But even if I wanted to help, the fleet's ammunition and supplies still require approval. We can't just walk into the armory and grab missiles like it's nothing.
"What? Do you expect us to sail into combat with no ammunition at all?
"Both of you know better than anyone—this Panacea Ocean Warriors Alliance fleet may claim to be a commercial escort unit, but their equipment and combat power are among the best in the world."
"If we go out there without orders and clash with them, it might spark a regional conflict. I'm just a lowly fleet commander and I can't afford to bear the consequences."
Jack checked his watch and growled, "Connect me to your superior. I'll talk to them myself!"
Chace gave a bitter smile. "I'm sorry, General Grayson. That's not allowed either.
"In fact, just before you arrived, I received a standing order. We're not allowed to act without authorization under any circumstances.
"Even if an emergency breaks out—we are never to fire the first shot.
"But, if they were to provoke us on our waters, we will retaliate!"
