"This is Maya's soul along with Sylvia's, which had merged with hers due to dark arts. Right now, they're completely entangled and can't be separated. Should we hand this over to SSHQ?"
As a result of the special state of the soul, officers from the underworld couldn't retrieve them. They had to report this and figure out what to do.

Skylar had tried to convince her, but when she refused to believe, neither he nor the caretakers forced the issue. She'd eventually see Isolde's soul when her sight fully recovered.
That was why Skylar had agreed to take Maya's soul. Thalia had told him she'd found a new approach to undoing the face swap.
This time, there was a real chance Sylvia's true face could be completely restored.
