If this were Duel Links, Kiteroid’s effect would require banishing itself from the graveyard, which the Necrovalley forbids. But the anime version doesn’t require banishing, so it’s not restricted by the Necrovalley.

Thus, the Heretic’s attack was blocked by a transparent kite barrier.
