Benjamin's gaze dimmed even more. Eventually, he said, "Stone Turtle and Hydrath are still in the Sapphire Tides. Their spiritual energy hasn't fully recovered yet, so send something over to help them replenish their energy."
Feeling a wash of relief, Luke quickly pulled out his phone and said, "No problem. I'll use Supernatural Delivery to send them those items pronto."
But then he heard Benjamin adding, "You should do the delivery."
"Fine, fine. You're the boss. You have the final say," Luke mused.
Luke muttered to himself as he walked away, but halfway through, he seemed to think of something and added, "If you decide not to purge the entire sea but instead use a barrier to contain the putrefaction, the Mystic Regulatory Commission's old geezers will probably have something to say about it."
Unlike Luke, those old geezers were more concerned about the so-called international implications.
Krovia also had its own mystic masters, and it was the older members of the Mystic Regulatory Commission who mostly interacted with foreign mystic masters.
He could already imagine the kinds of objections they could come up with.
However, that didn't seem to be a valid concern to Benjamin. "Make them shut up, then."
Unsurprised by the answer, Luke raised a brow and left.

Moreover, this barrier would only isolate the putrefaction; it wouldn't restrict people or things from leaving the country unless those things also contained putrefaction.
