This was created primarily with the help of trusted linguistic experts (also under oath) like Renya. To create a completely undecipherable code with two languages, they created unique conversion rules.
For instance, the usage of Terran nouns as Xenoan verbs. They also incorporated some phonetic substitutions, and so on.
The spies would then send it to the team stationed in Ferrol, who will send it to Alterra. It was a bit cumbersome, but it was also for their own safety. Most of the time, they could send directly to Alterra but this mission was a bit risky, and the name ’Alterra’ was probably in the territory’s watchlist, so they decided to play it safe.
